Have you checked the Citadel resupply room? We have a ton of recipes there. I don't know if the one you want is there - but it is worth taking a look. They're in the chests on the left hand (West) side of the room.

If you are talking about the top left wooden chest, that is (was) co-owner access.

Sorry - it doesn't look like we have one. We've got a bunch of archery/fletching recipes, but very few blacksmithing.

I checked and I do not have this one. As I recall, it is a tough one to get.
