T-map locations

Are all the T-map runes set for anyone to use or just for Guild members? Thinking of making a T- hunter and these will be very handy if set for anyone to use as I am not a guild member

I have 2 characters on Siege. 1 toon  is in UWSP and then this one. With this one just wanted to do PvM and thought about adding T-hunter to his skills.
